This report summarizes JFF’s findings and recommendations to enhance dual enrollment in Rhode Island, reshaping the programs from a collection of locally autonomous high school enrichment activities to a comprehensive statewide system that provides college transition opportunities to a wide range of students. Rhode Island has the opportunity to recast dual enrollment to meet the state’s goal to construct a more seamless, aligned Pre-K-16 education pipeline. But to establish a widely accessible, high-quality dual enrollment program is not without challenges, including a bleak short-term state fiscal outlook.
