With the support of the US Department of Education, Collaborative Communications and JFF developed a set of three case studies over the course of 2017 to highlight the impact of a new approach to funding programs, defined by fiscal mapping and flexible, cross-system coordination. Two of the briefs focus on Broward County, Florida, and southeastern Kentucky, respectively, demonstrating how they have each used this approach to better support thousands of disconnected youth and families. See below for descriptions for each of the three case studies:

  • Introduction: Achieving Impact by Funding Systems of Support. This case study highlights the origins—and importance—of a new focus on cross-system coordination of resources; elaborates on strategic financing approaches to support this focus that includes pooling, coordination, and decategorization; and shows how Broward and Berea have embraced this shift. 
  • Broward County, Florida: Exploring the Children's Services Council Strategic Use of Resources, Funding, and Partnerships to Support Disconnected Youth. This case study 1) describes how the Children's Services Council (CSC) of Broward County effectively leveraged its P3 grant to flexibly coordinate federal funds that support disconnected youth and 2) offers a more detailed, step-by-step portrait of CSC's most recent fiscal mapping process. 
  • Southeastern Kentucky: Highlighting How a Partnership Network Can Serve Rural Communities Through Federal Funds. This case study 1) highlights how Partners for Education (PFE) developed an established track record of procuring and coordinating federal funds and 2) offers insight into how PFE used a pilot fiscal mapping project in one county to develop a process to identify the array of funding streams that can support cradle-to-career programs in the region.
