Data Resources
Outcomes for Opportunity utilizes three primary datasets for the data visualizations on this website. All data gathering and cleaning was done by JFF with additional support and advisory of our O4O pilot partner workforce boards. Descriptions along with how to access the publicly accessible datasets are below. Two of these (PIRL and ETPL) were able to be grouped by occupation code and provider name while program name and training program cost were estimated. Please be aware all fields are not fully populated due to gaps in the datasets.
WIOA Individual Performance Records (PIRL)
The primary dataset used for O4O is the WIOA Participant Individual Record Layout (PIRL) file. The PIRL file gathers all WIOA participant level data including race, gender, and age, along with key economic factors including whether a participant is below the poverty line, receiving public assistance, or was previously incarcerated. Publicly accessible PIRL data is available on the DOL website dol.gov/agencies/eta/performance/results. Each quarterly file includes a rolling 10 quarters worth of data. As of July 1st, 2022 the current version includes 2019Q1 through 2021Q2.
Eligible Training Provider List (ETPL)
Each year state governments are required to send to the DOL a list of training providers. This list contains provider information such as name, address, industry, and credential information, along with cost of the program and number of participants. The full list can be accessed at trainingproviderresults.gov or through an API or search function at careeronestop.org.
Workforce Board Data
JFF supplemented the data mentioned above with gathering important board funding information. Along with overall funding levels, JFF gathered information on funding from private vs public sources, funds from fundraising, and year-over-year changes to funding. Boards also have access to State data systems and therefore were able to help supplement the data gathered from the DOL.
